The Web.dev SEO Score measures how well search engines can “surface” contents, or how well they can crawl and discover content. Since the word “ranking” is not used anywhere in the Web.dev website, it is clear that the tool is not referencing search engine optimisation based on traffic and ranking. Instead, it concentrates more on indexing and crawling, which is also called discoverability. This is further confirmed when a web page failed to score a perfect 100 because of a missing meta description tag, which is not necessary for ranking.

Rankings and traffic are the most common things that SEO experts associate with their industry, but the Web.dev tool does not provide insights into these factors. Therefore, the SEO score is not an indicator of how likely a web page will rank.
